Supplies were running out, disease was spreading, and the defenders were exhausted.

The situation was becoming impossible to sustain.

President Franklin D. Roosevelt ordered MacArthur to escape to Australia and continue directing the war from there.

On March 11, MacArthur and his family departed Corregidor aboard PT boats, beginning a dangerous journey through Japanese-controlled waters. After reaching Mindanao, they continued by air to Australia.

But before leaving, MacArthur made a promise that would become one of the most famous declarations of World War II.

“I shall return.”

For the Filipino people facing Japanese occupation, those words offered a powerful symbol of hope. Yet hope alone could not stop the occupation. Across the islands, civilians endured hardship and violence, while Filipino guerrillas continued resisting Japanese forces, gathering intelligence, and supporting the Allied cause.

Meanwhile, MacArthur began preparing for his return.

The road back would take more than two years. American forces advanced through the Southwest Pacific, fighting their way across New Guinea and capturing strategically important positions. Each victory brought the Philippines closer to the center of Allied operations.

But reaching the islands would require more than a promise.

It would demand ships, aircraft, supplies, and thousands of soldiers. It would also require difficult decisions about where to strike and how to confront the Japanese forces defending the archipelago.

MacArthur strongly advocated returning to the Philippines. Other American commanders favored alternative routes toward Japan, but the decision was ultimately made to launch a campaign beginning with the island of Leyte.

Then, in October 1944, the long-awaited operation began.

On October 20, an enormous Allied force approached Leyte. American warships and landing craft carried troops toward the eastern beaches as aircraft supported the invasion.

The landings began, and American soldiers pushed ashore.

Later that day, MacArthur stepped from a landing craft and waded through the shallow water toward the beach. Accompanied by senior officers and Philippine Commonwealth President Sergio Osmeña, he returned to the islands he had been forced to leave in 1942.

The moment was captured by military photographers.

The images showed MacArthur walking through the surf, his uniform and trousers wet, as he moved onto Philippine soil.

Then came the announcement.

Speaking by radio to the Filipino people, MacArthur declared:

“People of the Philippines, I have returned!”

The words fulfilled the promise he had made more than two years earlier.

For many Filipinos, the return of Allied forces represented the possibility of freedom after years of occupation. For American troops, it marked the beginning of a major campaign to defeat Japanese forces in the Philippines.

But the landing was not the end of the struggle.

Japanese resistance remained fierce. In the waters surrounding Leyte, Japanese naval forces launched a major effort to disrupt the invasion, leading to the Battle of Leyte Gulf later that month. The vast series of naval engagements became one of the largest and most consequential battles at sea in history.

On land, American and Filipino forces continued fighting through difficult terrain and against determined defenders. The campaign would extend across multiple islands, with further battles and devastating losses still to come.

The liberation of the Philippines would not be completed in a single dramatic moment on a beach.

It would require months of fighting, immense sacrifice, and the efforts of Filipino resistance fighters who had continued opposing the occupation long before MacArthur returned.

In February 1945, Allied forces fought their way into Manila, where the battle left much of the city devastated and thousands of Filipino civilians dead. Fighting elsewhere in the Philippines continued for months.

The promise had been kept, but victory came at a terrible cost.

Today, the famous photographs of MacArthur wading ashore at Leyte remain among the defining images of the Pacific War. They capture a dramatic moment when a general returned to fulfill his pledge—but they also stand at the beginning of another difficult chapter in the war.

MacArthur’s words became legendary because they connected a military campaign with a promise made during retreat.

Yet the story belongs to more than one man.

It belongs to the Filipino soldiers and guerrillas who kept fighting, the civilians who endured occupation, and the Allied troops who crossed the Pacific to help retake the islands.

On October 20, 1944, MacArthur returned to Philippine soil.

His declaration, “I have returned,” marked the fulfillment of a promise—but the hard work of liberation was only beginning.

This is the story behind “I shall return,” and the historic landing that helped change the course of the Pacific War.

You’re watching Battle Archives—where every battle tells a story.

Subscribe for more stories of courage, sacrifice, and the moments that shaped history.

In March 1942, as Japanese forces tightened their grip on the Philippines, American General Douglas MacArthur faced a painful order.
